Our client SEZA is seeking a MANAGER, HUMAN RESOURCES.

Job Summary


The Manager HR will be responsible for the management and directing of activities relating to the Human Resources to ensure the efficiency and effectiveness of the SEZA and development of strategic and operational initiatives to achieve the human capital goals as directed by the Board.

The Manager HR reports to the CEO and develops the HR Policies and Procedures for approval by the Board. He/She administers the Staff, oversees recruitment, compensation, employee relations, health, safety and, in particular, develops and implements effective recruitment and selection strategies to attract and retain those effective employees who add value.

Job Responsibilities
a. Develops the HR Policies and Procedures and guidelines to align the workforce with the strategic goals of the SEZA;
b. Manages the Recruitment Process of the SEZA;
c. Manages Salary, Benefits Administration;
d. Manages Employee Relations: fosters employee engagement and productivity, facilitates team building and conflict resolution and ensures compliance with labor laws and regulations;
e. Manages Training and Development: implements a Learning and Development strategy that provides employees with the necessary skills to add value;
f. Manages Health, Safety and Security (excluding IT Security);
g. Performance Management: develops and implements a Performance Management System that is informed by the SEZA’s strategic objectives. Effect competency Frameworks and assigns job competencies;
h. Manages Separations;
i. Stakeholder Engagement and Collaboration: builds collaboration with state and other agencies on HR matters pertaining to the operations of the SEZA;
j. Develops and monitors an annual budget for HR activities; and
k. Ensures compliance with domestic HR, legal, regulatory and statutory requirements. 

Qualifications and Experience
a. Master’s Degree in HR Management or equivalent.
b. At least ten (10) years’ experience in all areas of HR Management and at least five (5) years as Head of the HR function
c. Certification in Industrial Relations and/or Labour Laws would be an asset
d. Certification in Psychometric Assessments, Project Management, Change Management, would be an asset

a. High level of communication skills; both oral and written
b. Problem-solving achievements
c. Considerable knowledge of cultural norms, traditions, and working with diverse teams and ability to use metrics and analytics.
d. Prior history of solid interface with CEO and/or Board
e. Ability to identify weaknesses and deficiencies in the Human Resource Governance system including reviewing policies, systems and activities and recommending or implementing solutions to management and the board.
f. Technical Skills
g. Experience in designing Competency Based Assessment
