Description
Our client SEZA is currently recruiting for a Chief Executive Officer (CEO).
Job Summary
The Chief Executive Officer (CEO) has overall responsibility for the efficient operation of all the technical, strategic, and corporate functions of the Company including staffing, strategic planning, and delivery of financial and business services and related deliverables to ensure the sustainable profitability and growth of the SEZA.
The Chief Executive Officer (CEO) reports directly to the Board of Directors (Board) of the Trinidad and Tobago Special Economic Zones Authority (SEZA). He/she shall manage the day-to-day operations and activities of the SEZA as prescribed under the Trinidad and Tobago Special Economic Zones Act, 2022 (Act) and related Regulations subject to the directions of the Board including:
a. the development, execution, monitoring and reporting of a Strategic Plan and
other policies and procedures as are approved by the Board;
b. Increasing market visibility and stakeholder base;
c. Prudently manage the assets and liabilities of the SEZA;
d. Employing and managing the staff of the SEZA;
e. Formulating and implementing general outreach as to the relevance, role,
investment opportunities and benefit of SEZA to potential stakeholders;
f. Formulating and Implementing competitive and cutting-edge technologies and
systems in the operations of the SEZA consistent with best practices;
g. Internally providing visionary leadership; and
h. Fostering a corporate culture enabling the principles of accountability,
continuous learning, and innovation.
Job Responsibilities
a. Collaborates with the Board in the development, co-ordination and
implementation of a Strategic Plan as well as supporting budgets, policies and
procedures to advance the goals and objectives of the SEZA as outlined in, but
not limited to, the Act and related Regulations;
b. Executes and communicates the Board’s strategies, decisions, and policies.
This includes communicating organizational goals and Key Performance
Indicators and, also, allocating resources and responsibilities to key internal
and external stakeholders and governmental bodies;
c. Engages and manages Government Policymakers and other Stakeholders to
ensure a seamless flow in implementation that leads to investments in Special
Economic Zones;
d. Advises the Board of the SEZA on matters to support policy formulation and
implementation relating to Zones;
e. Creates and fosters a culture of excellence throughout the SEZA by directing
and motivating the SEZA Senior Management;
f. Leads and stimulates a high level of workforce performance and an enabling
environment of staff development by clearly communicating expected
standards of performance, developing a cooperative environment and
providing effective feedback on performance;
g. Supports the SEZA by participation as needed at international, regional and
local committees and associations related to special economic zones or similar
environments; and
h. Perform any other duties assigned by the Board from time to time.
Risk Management, Compliance and Governance
a. Ensures timely compliance with all regulatory, statutory, financial, legal and
Board mandates;
b. Presents regular reports on the status of SEZA’s operations to the Board and
to the SEZA’s staff;
c. Ensures that best practice systems, polices and processes are in place to
operate the business including risk assessments and compliance with
regulatory and legal mandates’
d. Approves all expenditures and makes payments on behalf of the Company in
accordance with delegated authorities and Board approvals; and
e. Ensures the effective stewardship of financial and non-financial resources of
the Authority, including the management, control and reporting of human
resources, financial resources, physical resources and facilities required to
deliver its mandate with probity and efficiency.

Job Requirements
The character and qualification of the CEO must meet exacting standards commensurate with criteria fit for the purpose of this high-level leadership position. The individual should be a visionary leader with an ability to drive economic development, stakeholder engagement, grow investments and ensure regulatory compliance. The following guidelines are appropriate:
a. Education and Experience: A Master’s Degree in Business, Economics,
Engineering, Science, Technology, or related fields
b. At least ten (10) years’ experience in a commercial environment, of which at least five (5) should be at Senior Executive level combined with the experience of interacting with governmental entities and managing a governmental portfolio and diverse stakeholders at the highest levels.
c. Effective Leadership: proven track record in management and of successfully
driving results through leadership
d. Analytical and Problem-solving skills: proven ability to utilize data to formulate
scenarios, identify trends and grasp opportunities within complex and changing
environments
e. Broad-based understanding of the operations of Special Economic Zones and similar environments. A keen understanding of the policies, laws and regulations governing and impacting SEZA is required in addition to an understanding of the evolution of successful similar operations in other countries. A knowledge of the role of such entities, especially as it pertains to economic development and investment promotion strategies is an asset.
Engineering, Science, Technology, or related fields

The following would be an advantage:
• Experience as a CEO, President or Senior Executive Manager of a new
organization or start-up company
• Significant knowledge of Special Economic Zones or similar type regimes
• Experience working within a Special Economic Zone or similar type regime
within the public or private sector
• Knowledge of Industrial Real Estate Asset Management
