Summary of Responsibilities:   

Plan, direct, or coordinate the activities of buyers, purchasing officers, and related workers involved in purchasing materials, products, and services

Main Duties & Responsibilities:
 
  • Managing of employees
  1. Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies.
  • Administration of Purchasing policy
  1. Routine review and update of policy to maintain relevance to Company
  2. Review, update and enforce SOP’s
  3. Establish and administer Vendor Evaluation Program
  • Cost Management
  1. Oversee department budget
  2. Routine negotiations with vendors based on Pareto analysis of spend
  3. Advise internal departments of best options for sourcing based on presented requirements.
  • Locate vendors of materials, equipment or supplies, and interview them in order to determine product availability and terms of sales.
  • Control purchasing department budgets.
  • Interview and hire staff, and oversee staff training.
  • Ensure conformance with company policy.
  • Analyze market and delivery systems in order to assess present and future material availability.
  • Develop and implement purchasing and contract management instructions, policies, and procedures.
  • Resolve vendor or contractor grievances and claims against suppliers.
  • Represent companies in negotiating contracts and formulating policies with suppliers.
  • Review, evaluate, and approve specifications for issuing and awarding bids.
  • Prepare bid awards requiring board approval.
  • Prepare reports regarding market conditions and merchandise costs.
  • Arrange for disposal of surplus materials.

Qualifications/ Experience:
  • Comparable experience preferably in a similar industry
  • BSc Supply Chain Management, Procurement or Logistics Management
  • At least 3 years Supervisory experience
