The Tobago Regional Health Authority is responsible for the provision of healthcare throughout Tobago. Key services are offered at the Scarborough General Hospital, Tobago Emergency Medical Service and Primary Care Health Centres.

CORPORATE SECRETARY/LEGAL OFFICER
 
The Corporate Secretary/Legal Officer is responsible for providing Corporate Secretarial services for the operations of the Authority’s Board Members and designated subcommittees. The incumbent would also be responsible for performing professional legal work for the Authority.

Duties include:
  • Providing corporate secretarial duties to the Board of Directors.
  • Convening, giving notice of, and attending all meetings of the Board and its Committees and recording the meetings’ minutes.
  • Ensuring timely and accurate dissemination of decisions of the Board, its Committees and Management, as applicable.
  • Providing legal counsel on issues arising from actual or anticipated lawsuits.
  • Writing, reviewing, and editing reports, opinions, correspondence, articles and other documents on behalf of the Board.
  • Providing oversight of all tender documents, employment contracts.
  • Drafting, reviewing and monitoring compliance with all Memoranda of Understanding and contracts between the TRHA and third parties.
  • Providing legal advice and opinions, drafting legal documents on the matters involving the Tobago Regional Health Authority.
  •  Ensuring that the Tobago Regional Health Authority complies with the Laws of Trinidad and Tobago and maintains standards of corporate governance.
  • Conducting research and providing the TRHA with necessary updates.
  • Assisting in Policy Formation.
  • Organising Board Performance Reviews.
  • Facilitating training of staff on medico-legal issues
  • Facilitating the implementation requirements of the Freedom of Information Act of Trinidad & Tobago.
 
KNOWLEDGE, SKILLS AND ABILITIES
 
  • Knowledge of the laws of Trinidad and Tobago.
  • Knowledge of legal principles, practices and procedures.
  • Knowledge of Corporate Governance.
  • Knowledge of court procedures and practices and of rules of evidence.
  • Knowledge of the Health Sector would be considered an asset.
  • Excellent verbal and written communication skills.
  • Ability to assess circumstances and make sound judgements.
  • Excellent planning and multi-tasking skills.
 
CREDENTIALS AND EXPERIENCE
 
  • Bachelor of Laws degree (LLB), with an emphasis on Corporate Law, Contract Law and Administrative Law.
  • Legal Education Certificate (LEC). 
  • A Diploma in Business Administration or Management will be an asset.
  • Certification at the level of Administrative Corporate Secretary ship (ACS) or the equivalent would be an asset.
  • Minimum of ten (10) years’ experience at the Bar of Trinidad and Tobago.
  • Any equivalent combination of training and experience may be considered.
 
 
All external certification must have Accreditation Council of Trinidad and Tobago (ACTT) Certification
