Senior Project Officer-Tobago (Contract)

Head Office (North) / (South)/ Tobago​

JOB PURPOSE/SUMMARY:
The incumbent will be directly responsible to the Projects Manager for the effective management and supervision of the work of Project Officers and Assistant Officers. The incumbent will assist in the overall planning strategy for the implementation of self-help projects, and will ensure that appropriate measures are in place to enable the team of Projects Officers and Assistant Project Officers to discharge their responsibilities effectively and efficiently.


KEY/MAIN DUTIES AND RESPONSIBILITIES:
  • Planning and coordinating the work schedule of Project Officers and Assistant Project Officers in the investigation and appraisal of applications for self-help assistance.
  • Reviewing project files to ensure that the projects recommended for self-help assistance are legitimate, that the information provided is factual and that the prescribed documentation is complete and enclosed.
  • Reviewing project estimates to ensure that they meet Company’s and Engineering standards for proper project execution.
  • Ensuring that on-going self-help projects are monitored at agreed frequencies and that the project status reports provide adequate updated information.
  • Meeting with self-help groups and non-government agencies to discuss and resolve matters affecting self-help projects and their execution.
  • Meeting with Suppliers and Contractors to discuss and resolve matters affecting self-help projects in which they are involved.
  • Ensuring that self-help groups, suppliers and contractors understand clearly their respective roles and responsibilities in the execution of self-help projects.
  • Conducting random and planned site visits to ensure that the projects are being executed in accordance with approved standards and technical specifications.
  • Reviewing project management progress reports prepared by Project Officers and Assistant Project Officers, and preparing for submission appropriate reports to management as required.
  • Assisting in the development and implementation of project management standards and such other tools to facilitate the cost-effective execution of self-help infrastructure projects.
  • Performing related tasks as may be assigned by the Projects Manager/Technical Director or Chief Executive Officer from time to time.
  • Other duties as required.

  •  High level of interpersonal skills, and ability to relate effectively to people with a broad range of educational backgrounds and life experiences
  • Demonstrate excellent written and verbal communication skills
  • Demonstrate competency with a broad range of relevant computer software programs including word-processing, spreadsheet, database and statistical packages
  • Strong research analytical skills
  • Ability to meet strict deadlines
  • Knowledge / understanding of formal project management methodologies
  • Ability to work unsupervised and be proactive
  • Good interpersonal skills

  • Previous experience in similar roles
  • Understanding of the concept of evidence-based research
  • Knowledge of Occupational Health & Safety principles
  • Knowledge of FIDIC laws and guidelines.
  • Analysing and synthesizing information from a range of sources
  • Project management co-ordination and execution.

  • At least five (5) years working experience in a similar environment and policy development.
  • Specialized training and experience in the supervision of personnel in the technical field such as construction/project management.
  • Must be computer literate.
