JOB PURPOSE/SUMMARY
Provides leadership, expertise and oversight for the development and successful implementation and monitoring of health, safety, and environmental policies and procedures, to ensure regulatory compliance and promote a safe workplace culture. This necessitates stakeholder consultation and participation in all aspects, inclusive of development, roll-out and implementation of policies and procedures, to ensure organizational acceptance and integration, to foster positive culture change and achieve compliance with relevant legislation, best practice and industry standards.

DUTIES/ RESPONSIBILITIES

Policy Development & Implementation:

Create and implement HSSE policies and procedures to meet legislative requirements, industry and company standards.

Keep under review all HSSE Policies and procedures and update as necessary, to ensure continued statutory compliance.

Advisory:  

Advise upper management on requirements that must be satisfied in order to achieve compliance with relevant local, regional and international HSSE legislation and best practice. Provide technical advice on matters of building design for compliance and recommend the inclusion of requisite installations.

Risk Assessment & Management:

Initiate and review risk assessments and update as necessary, in response to (i) Identified areas of improvement

(ii) legislative changes

(iii) operational changes

(iv) newly identified and assessed risks (v) accident trends.

Incident Investigation & Analysis:
Initiate and/or oversee accident and incident investigations, report findings and recommend preventative measures to mitigate reoccurrences.

 Regulatory Compliance:
Ensure the company adheres to all relevant health, safety, and environmental laws and regulations.

Safety Audits:
Conduct regulor audits of sites and focilities to ensure compliance and identify areas for improvement; with follow-up visits (scheduled and unscheduled), to assess the status of completion and efficacy of recommendations.

Training & Awareness:
Develop and deliver safety training programs to motivate employees and ensure they follow procedures and use safety equipment.

Plan, prepare and conduct training pursuant to the development of competencies deemed critical to the effective implementation of HSSE throughout the company.

Environmental Management:
Oversee the management of hazardous waste, monitor environmental performance, and implement sustainability initiatives.

Reporting & Documentation:
Prepare reports on HSSE performance, document procedures, and maintain records related to compliance and incident management.

Liaison:
Act as a technical resource for management and serve as a point of contact for clients on HSSE-related matters.

Operational Analysis & Enhancement
Examine critical company processes and advise on necessary changes in process or products used, to enhance compliance with Health, Safety and Environmental legislation or best practice.

Statutory Compliance
Identify relevant statutory requirements, initiate, direct and/or advise on the application processes for securing certifications as necessary or otherwise ensuring that the Company is compliant. These include Trinidad and Tobago Fire Service (TTFS), Occupational Safety and Health Agency (OSHA) and Environmental Management Authority (EMA).

Research relevant HSSE legislation and alert upper management on changes or additional requirements.

Audits, Data Compilation and Data Analysis
Review the HSSE Management System and amend accordingly in response to legislative and/or industry changes.

Compile and analyse data on accidents and advise upper management on trends, plausible causal factors and corrective measures.

 

Security
(i) Liaise with security service providers to anticipate security threats, assess vulnerabilities and modify existing arrangements as deemed necessary.

Leadership and Development of Human Capacity
(i) Supervise, coach and mentor subordinates and implement employee performance improvement strategies accordingly.

(ii) Conduct annual performance appraisals of al HSSE staff.

(iii) Receive, review and authorise all leave applications for HSSE Department personnel.

Committee Involvement
Provide leadership and guidance to the Corporate and Regional (North and South) Committees on matters pertaining to implementation, management and coordination of the HSSE Management System and compliance with the OSH Act, inclusive of but not limited to:

a. Resolution of employee HSSE-related complaints

b. Employee's right of refusal

c. Implementation of the HSSE Management System ii. Provide leadership and guidance to the STOW Implementation/Oversight Committee on the maintenance (and possible expansion) of STOW Certification

Any other HSSE matters relating to the company.

QUALIFICATIONS AND EXPERIENCE

a. NEBOSH National General Certificate (NGC) Certificate.

b. BSc Occupational Safety and Health, Environmental Studies/Science or related discipline

c. 3-5 years of experience in the HSSE profession with demonstrable capacity to function at a leadership level.

d. Certificate of competence in the conduct of Risk Assessments

e. First Aid
