Job Description:
This position will assist III the performance, Human Resource,
administration, and the technical functions of the Health, Safety & Environmental
Management System at VMCOTT locations.
Reporting relationship: This position reports to the HR Manager
Secondary Relationships/Supervises: Supervises Employees on HSE matters.
Key Duties & Responsibilities:- To formulate, develop, and maintain the health and safety policies and programs that balance health, safety and productivity.
- To identify hazards, assess risks to health and safety, and give advice and solutions to risk reduction.
- To inspect all of the Company's Administrative offices, work sites regularly to ensure compliance by customers, visitors, contractors, and employees with health and safety standards/regulations.
- To conduct safety inspections on Company and client work environment, machinery, tools and equipment to ensure compliance with statutory requirements.
- To conduct investigation of accidents and unsafe working conditions study possible causes and make appropriate recommendations for prevention.
- To develop (in collaboration with HR Officer - Training and Development) and ensure full compliance, with the HSE Training Matrix for all relevant/applicable employees and conduct and develop and implement emergency procedures.
- To ensure compliance with all reporting requirements to the relevant authorities; maintain liaisons with external organizations & perform related duties as assigned.
- To conduct inspections, investigations, and interviews relative to all safety issues and also conduct safety meetings with Divisional Safety Representatives and the Company's Safety Committee.
- To develop and implement measures that will ensure total compliance with Health,
Safety & Environmental policy, and existing laws (amended) and regulations and ensure that all levels of staff fully adhere to and comply with accepted standards of Health and Safety. - To actively promote and champion all HSE-related policies, and procedures and initiate and ensure full compliance with the HSE Management System.
- To evaluate new HSE systems and make recommendations to Management to facilitate implementation of agreed systems and to ensure continuous performance improvement in regards to HSE Management Systems, Policies, and Procedures.
- To identify and mitigate the potential HSE threats and liabilities.
- To keep abreast of existing HSE theories, developments approaches, techniques and technologies, which may affect and improve levels of HSE Performance and make recommendations for improvement when and where necessary.
- To achieve and maintain an ultimate goal of Zero Accidents at all VMCOTT facilities.
- To ensure that all operations at VMCOTT are conducted in a safe manner.
- To research various regulations and requirements; develop contact with monitoring agencies and keep current with changes in laws, rules, and regulations.
- To conduct all investigations into workmen's compensation claims by employees.
- To perform any other duties related or otherwise within the Human Resource Department.

- Must be able to communicate information.
- Must be able to collate data and prepare charts and diagrams to support written reports.
- Must be able to develop and execute training plans.
- Must have good organizational skills and be able to meet deadlines.
- Must be able to conduct research and source and interpret information.
Qualifications & Experience
- BSc degree in Occupational Safety & Health or a related field.
- NEBOSH Certification.
- First Aid & CPR Certificate.
- Diploma or Certificate in Management or Human Resource.
- Competence in Microsoft Excel, PowerPoint and Word.
