Job Summary
The incumbent is responsible for overseeing the procurement lifecycle, from planning and supplier selection to contract management while ensuring transparency and regulatory compliance. The role focuses on securing quality and cost-effective goods and services to maintain EPOS’s operational effectiveness and alignment with strategic goals.
Key Duties
Supervisory/Management
- Contributes to the development of EPOS’s procurement framework, aligning with corporate objectives and regulatory requirements.
- Supports procurement policy creation, establishing standards and procedures for compliance and transparency.
Functional Responsibilities
- Tender and Prequalification Management: Executes tender processes, develops evaluation criteria, and oversees vendor/contractor prequalification. Manages and maintains supplier records while monitoring performance and compliance.
- Procurement and Contract Management: Ensures accurate tracking, documentation, and compliance with contract terms, supporting vendor/contractor relationships with efficient contract negotiation.
- Risk and Compliance Management: Enforces compliance with the Public Procurement and Disposal of Public Property Act of 2015 and the Office of Procurement Regulation, identifying and mitigating procurement risks.

- Internal: Managing Director, Deputy General Manager, Department Heads, Corporate Secretary, Finance Team
- External: Contractors, Suppliers, Office of Procurement Regulation, Industry Peers
Job Requirements Qualifications & Experience
- (MBA) Master’s in Business Administration or Master’s in Procurement or Supply is an asset.
- Bachelor’s degree in Accounting, Business Management, or a related field.
- Supply Chain Management from an accredited institution.
- Professional Membership in CIPS (Chartered Institute of Procurement & Supply).
- Certification in legal training and knowledge of Contract Law, including FIDIC Contracts, is an asset.
- Working knowledge of State Financial Regulations and understanding of requirements under the State Enterprise Performance Monitoring Manual of the Ministry of Finance.
- Proficiency in Project Management and public administration knowledge.
- In-depth understanding and application of Public Procurement Laws and the Public Procurement and Disposal of Public Property Act 2015.
- Deep understanding of Procurement Life Cycle Management and related laws.
- Proficiency in Microsoft Office Suite, with knowledge of electronic procurement software and e-auction systems.
- Eight years of experience in procurement, including five years in a senior role within a large, diverse organization.
- Or: Any equivalent combination of qualifications, training, and experience.
