Position: Instrument & Electrical (I&E) Inspector
Department: Engineering
Supervisor: Lead Engineer(s)
Job Summary:
Reporting to the Lead Engineer(s), the I&E Inspector is to ensure that all Instrumentation and Electrical quality requirements of construction are met in accordance with Company procedures and international codes of practice. The position must show evidence of a sound understanding of I&E construction practices, in a petrochemical or process plant environment, in accordance with the applicable codes and standards.
Specific Accountabilities:
- Verify, by monitoring and attending witness and hold points that construction activities from goods receiving right through to commissioning are performed in compliance with contract requirements.
- Ensuring that field instrumentation, cables, grounding, junction boxes, tubing, piping and related electrical and instrumentation equipment are installed in accordance with the Company's specifications and construction drawings.
- Ensures that field instruments and control valves are calibrated according to the Company's specifications/ standards.
- Ensures thorough familiarity with project Codes, standards, schedules, drawings and documentation.
- Evaluate the installation of the electrical systems and ensures electrical devices and installation/ Test methods adhere to the project electrical codes and standards.
- Maintains records of inspection activity and completes daily inspection reports highlighting findings.
- Review contractor’s test and inspection methods, witnesses and signs of same as required.
- Ensures that the requisite QA/QC tests are performed on all field instrumentation, cables, grounding, junction boxes, tubing, piping and related electrical and instrumentation equipment.
- Establish and maintains effective working relationships with other employees and contractor personnel.
- Works with contractors to solve problems and confers with the project I&E engineer as necessary to ensure compliance.
- Review and approval of contractor method statements for field construction activities.
- Provides review of project documentation e.g. Construction Dossiers, Instrument & Electrical drawings, equipment data sheets and Mechanical Data Books.
- Participates in project review meetings.
- Participates in Risk Assessments such as JSRAs, What-Ifs and Contingency Planning.
- Reviews procedures and field verifies proper electrical isolation using LOTTO before field works can commence.
- Provides support for field works when required and ensures that works are conducted according to established safe practices and procedures.
- Participates in construction walk downs and PSSRs (Pre-Startup and Safety reviews).
- Supports and actively participates in pre-commissioning and commissioning activities such as punch listing, loop checks, troubleshooting field instrumentation, quality checks, and powering up of and testing of electrical equipment.
Minimum Qualifications:
- UTT or NEC National Technician Diploma in Electrical/Electronic Engineering OR Instrumentation Engineering
- At least 12 years overall experience with a minimum of 7 years I&E construction, turnaround and commissioning experience in the Oil and Gas Industry.
Skills/Knowledge Requirements:
- Computer Literate.
- Functional knowledge of the Microsoft Office Suite of products.
- Sound Interpersonal skills.
- Good communications skills.
- Good technical writing skills
- Proven experience working in a multi-disciplinary team environment
- Proven experience in understanding and interpreting technical specifications and drawings.
- Proven experience in the understanding, interpreting, and applying relevant standards such as NETA, NFPA, NEC etc.
- Proven experience and understanding of QA/QC methods as it applies to electrical and instrumentation equipment and infrastructure in both classified and unclassified areas as defined by API 500 and NFPA 70.
- Sound understanding of PSM elements and safe work practices as outlined by NFPA 70E.
