Description
- To support the HS&E Manager in developing, implementing, monitoring, and reviewing the Occupational Health and Safety Policies, Programs, and Procedures.
- To assist in complying with current health and safety legislation and/or regulations with the objective of ensuring that all reasonable and proper measures are taken to protect the safety and health of staff, customers, and visitors.
- To assist in increasing health and safety awareness at all levels within the organization; by providing information in the form of instructions, training and orientation programs to Managers, Supervisors and Employees to ensure the proper implementation of the HS&E Program.
- To provide support in monitoring the overall safety program and assist with the identification of the critical areas of improvement.
- To help manage and comply with local industry specific, legal, safety and environmental reporting requirements.
- To provide support with regards to investigation and reporting on all accidents to the HS&E Manager, and to assist in the investigation of all accidents/incidents that result in personal injury and substantial damage to sites, equipment, and property.
- To identify, investigate and report on complaints about hazardous working conditions.
- Assisting the HS&E Officers to coordinate registration and removal of hazardous waste.
- Provide support to respond to orders issued by OSH inspectors.
- Assist in the coordination of training of personnel in areas of safety, including first aid, CPR, accident prevention and investigation, workplace inspections and other matters related to implementing safety procedures.
- Assist in coordinating emergency procedures and act as the emergency on-site coordinator in the absence of the HSE Officers and HSE Manager.
- Provide support in the Review and update of all Standard Operating Procedures as it relates to HS&E.
Risk Assessment
- Assist in Conducting (in conjunction with the Departmental Managers, HS&E Officers, and HS&E Manager) Risk Assessment for all departments and facilities and submits findings to all department heads.
- Conducts (in conjunction with Departmental Managers, HS&E Officers, and HS&E Manager) Job Hazard Analysis (JHA) for all departments and facilities and submits findings to all department heads.
- Ensure that all permit required tasks comply with HS&E Management Systems.
- Conducts regular, routine inspections of all facilities, vehicles, plant equipment, customer files (including tank files), vehicle reports, fire extinguishers, hose inspections and all other relevant and critical items to ensure compliance with Health, Safety, and Environmental regulations and report non-adherence to the HS&E Manager on a timely basis with recommendations for appropriate action to be taken.
- Conducts random spot audits for compliance to all applicable standards and submit reports and HS&E Manager.
- Conducts regular random walk-round inspections to assess Personal Protective Equipment (P.P.E.) use and other relevant safety issues (housekeeping, extinguishers, safe working practices, etc.) report near misses and addresses issues, which arise out of these inspections.
- Reports observations/recommendations pertaining to H.S.E issues to the HS&E Manager – whether favorable or not.
- Conduct final inspection on vehicles after PM and provide report to HS&E Manager.
- Conduct Monthly departmental audits to ensure compliance to HS&E tools such as JHAs, TBT, PTW, Etc. and provide report to HS&E Manager.
- Conduct quarter inspection on all lifting and rigging equipment certification.
- Assist in Conducting regular inspection/audits of customers’ locations to ensure compliance to all applicable standards, guidelines, rules, regulations.
- Ensures Audit Report is submitted within 2 working days of the audit to the HS&E Manager for final approval.
- Assist in Performing employee random drug testing (including alcohol) and reports incidence of non-compliance to the HS&E Manager
Health and Safety Meetings
- Provide support in Conducting Monthly departmental Health and Safety meetings, as per Schedule.
- Assist the HS&E Officers with the amendment on a yearly basis or as otherwise determined by Senior Management the Emergency Response Plan with emphasis on the following.
- Changes in operations
- Muster Points
- Emergency Response Equipment (fire extinguishers, fire alarms, gas detection, emergency exits) and all other relevant requirements.
- Assist the HS&E Officers to ensure that the Crisis Management Team members are trained yearly in their roles and responsibilities.
- Work together with the Operations Manager to ensure that all schedules, Preventative Maintenance Files, Vehicle Files, Vehicle Inspection Files, Tank Inspection Files, and all other equipment etc., follow the regulatory body’s requirements.
- Respond to and conducts on-site and off-site investigations of all accidents and incidents involving fire, unsafe conditions and/or non-adherence to established safety issues.
- Prepares and submits to the HS&E Manager accident reports with recommendations within five days of receipt of statements regarding accidents for corrective measures to be taken.
- Prepares and submits to accounts all relevant accidents information ensure that they are completed, copied, and delivered for Vehicular accidents, public liability, Workmen's Compensation, Final Release for public liability and third-party claim settlement.
- Liaises with the Insurance Broker/Insurance Company, third parties as required to ensure closure of all accident files in a timely manner.
- Liaise with Departmental Managers on closure of accident files based on report recommendation.
- Keep the accident register updated with all accidents.
- Inspects welding sites and ensures compliance to the Permit to Work requirement together with the releveant department personnel.
- Ensures, in conjunction with the Fleet Manager, that the company’s fleet of vehicles are equipped with fully functional safety equipment.
- Assist the HS&E Manager in arranging effluent water sampling to meet EMA requirements to attain water pollution rules certification.
- Assist in the application for inspection of the facilities by TTFS to attain our Fire and life certification for all facilities in conjunction with the HSE Manager.
- Ensure that all non-routine works involving contractors are covered with the necessary HS&E tools (Toolbox talk, JHA, Lift Plan, PTW, etc.) to carry out the work safely and without risk to health and the environment.
- Assist with designs and schedules in conjunction with the HS&E Manager and the relevant Divisional Managers/Supervisors H.S.E training programs/workshops.
- Provide support to Ensure the following training demands are met as required.
- Defensive Driving
- Emergency Responder, Fire Drills, and fire extinguisher training
- Handling and storage procedures
- Basic safety orientation for new employees
- Other relevant programs as identified in accordance with the Company’s HS& E Management System
- Liaises with clients and relevant government bodies in a cordial and professional manner to ensure that the organization is kept abreast of all regulatory requirements or planned changes.
