Job Assignment:
The E&I Engineer will work directly with the Project Lead/Lead Engineer/Senior E&I Engineer, to provide E&I Engineering expertise for technical evaluations, project development and execution works and operational support.

The candidate must show evidence of a sound understanding of Electrical and Instrumentation Engineering principles, design and practices and application of the same. In addition, the Electrical and Instrumentation Engineer will work closely with the Project Lead/Lead Engineer/ Senior E&I Engineer to ensure that the applicable codes and standards are adhered to during engineering design at the different project stages.

The candidate must also show evidence of a sound understanding of Process Safety Management practices. 

Duties & Responsibilities:

  1.    Apply Electrical and Instrumentation engineering principles and provide quality control/assurance for Electrical and Instrumentation engineering and project deliverables, for all stages of Engineering; from Conceptual and pre-FEED Design to Front End Engineering Design (including verification of design basis) through to Detail Engineering, Construction, Commissioning and Start-up.

   2.      Perform Electrical and Instrumentation engineering design calculations, in the development of Conceptual (e.g. Basis of design and preliminary data sheets) and pre-FEED Design packages.

   3.      Verify project design, screening of project options and project alternatives.

   4.      Conduct technical and economic calculations/analysis. Provides and applies Electrical and Instrumentation engineering principles in analysis and evaluation of existing plant operations towards efficiency improvements and in areas of chronic challenges.

   5.      Ensure inputs into engineering solutions and designs comply with the applicable technical specifications, codes and standards and regulatory requirements.

   6.      Provide Electrical and Instrumentation engineering support for execution and field project activities.

   7.      Provide input into preparing well-defined scope of works, requests for proposal / invitations to bid (RFPs / ITBs), contracts and basis of bids documents for execution of projects.

   8.  Conduct technical bid evaluations of tender packages submitted by reputable suppliers of goods and services.

   9.  Provide input into preparing required project documentation such as Gate Review Packages. Develop reports and presentations for assigned work and project deliverables.

  10. Perform project cost estimation, project scheduling and project cost control.

  11. Monitor the performance of external resources, to ensure compliance with design and contract specifications.

  12. Develop Installation & Maintenance procedures for Electrical & Instrumentation Systems

  13. Adhere to Management of Change process as it pertains to the implementation of brownfield modifications.

  14. Participate in JSRAs, Pre Start-up Safety Reviews (PSSRs), Start-up planning and preparation and Commissioning.

  15. Participate in HAZID, HAZOP, LOPA, What Ifs, Risk Assessments, Piping Model and P&ID reviews to ensure compliance with design and/or accepted engineering specifications and practice.

  16. Review and implement HAZOP/LOPA recommendations inclusive of functional safety related items.

  17. Provide technical expertise to the Operations Department to address daily plant related maintenance and operability issues.

  18. Engage with external utility agencies and statutory bodies.

  19. Engage with external stakeholders, vendors and agencies.

 

Qualifications and Experience:

Minimum Acceptable Academic Qualifications:

A Bachelor’s degree in Electrical and Instrumentation Engineering or equivalent from an accredited tertiary institution.

The following certification will be an asset:

·       Registered Engineer with the Board of Engineering

·       Functional Safety Engineer Certification from TÜV Rheinland or equivalent

AND

·       Minimum Number of Years of Relevant Experience:

·       Ten (10) years related working experience in engineering within the petrochemical industry or oil and gas environment or gas processing and terminal operation.

Skills/Knowledge Requirements:

·       Experience with hydrocarbon plant and terminal operations including utility systems.

·       Knowledge of engineering concepts and best practices related to plant operations and design.

·       Experience with the following areas including but not limited to:

o   Specification, installation and commissioning of Packaged Equipment.

o   Specification, installation and commissioning of Honeywell Experion Systems for DCS & SIS

o   Specification, installation and maintenance of Rockwell Automation Systems

o   Specification, installation and maintenance of Control & Shut Down Valves.

o   Specification, installation and maintenance of Process Instrumentation.

o   Specification, installation and maintenance of Lighting & Emergency Power Systems.

o   Functional Safety Audits or SIL/SIF verification studies.

o   The use of ETAP software to conduct complex electrical modelling for the design, installation and maintenance/modification of electrical systems.

o   Cybersecurity

·       Knowledge and application of applicable industry discipline codes and standards used in hydrocarbon processing facilities.

·       Working knowledge of the stage gate process approach to project development and execution.

·       Working knowledge of Microsoft Project software for schedule development, monitoring and control.

·       Knowledge and application of Process Safety Management (PSM) elements

·       Good Technical Writing & Communication Skills

·       Good Presentation Skills
