THE ROLE
The Chief Financial Officer plans, controls, co-ordinates and directs the activities of the Finance Department ensuring timely acquisition, allocation and utilization of financial resources so as to steer the Company to profitability and positive growth. The CFO is also responsible for preparing and certifying financial statements and reports on a timely basis for presentation to management, the Board of Directors, government agencies and financial institutions as well as ensuring that capital and operational budgets are submitted to the Board of Directors for approval.
DUTIES AND RESPONSIBILITIES
• Manage the operations of the Finance Department and provide directions to subordinates.
• Co-ordinate the activities of the Finance Department through senior accounting personnel to ensure that accounting procedures are maintained.
• Develop, implement and maintain policies, procedures and systems to facilitate efficient and effective financial control over the operations of the Company.
• Establish and oversee the accounting systems of the Company.
• Certify and prepare financial statements and reports for presentation to Management, Board of Directors and relevant external agencies.
• Review and maintain the Company’s tax plans and insurance/benefits portfolio.
• Lead strategic initiatives for improving the quality of financial information and spotting trends worthy of financial analysis.
• Partner with senior management to monitor and enforce user compliance with deadlines and accuracy.
• Liaise with the Company Secretary/Legal Advisor on matters pertaining to the provision of reports for Ministries and Statutory bodies.
• Collaborate with internal partners to automate, streamline and integrate the financial reporting and control systems.
• Conduct financial analyses and provide financial advice to the Chief Executive Officer and other Managers.
• Plan and manage the budget of the department.
• Ensure all team members comply with all Health and Safety, Environmental and Quality policies and procedures.
• Report all infractions, accidents and near misses, in accordance with the Company’s policies and procedures.
• Lead, direct and supervise the Accountants in the execution of their responsibilities.
• Set performance standards and complete performance reviews on junior team members, as required.
• Administer the Company’s personnel and industrial relations policies and procedures as they apply to subordinate staff.
• In partnership with the Human Resources Manager, select, orient, train, schedule, coach, counsel and discipline all employees under his/her charge.
• Perform any other related tasks as directed by the Board of Directors or Chief Executive Officer
MINIMUM QUALIFICATIONS AND EXPERIENCE
• Professional accounting qualifications of ACCA/CGA/CMA
• Masters degree in Business Administration with concentrations on Finance will be an asset
• A minimum of seven (7) years’ relevant experience in Accounting/Financial Planning for a medium organization with at least four (4) years at the senior management level
• Experience in a state-owned Company would be an asset
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
• Knowledgeable about Laws, regulations, operating standards and practices governing companies based on acceptable accounting standards
• Able to develop and implement financial policies and procedures.
• Knowledge of State Enterprise Monitoring Manual
• Good analytical and problems solving skills
• Excellent communication and interpersonal skills.
• Ability to work well under pressure in a fast-paced environment.
• Ability to research, analyze and solve complex problems
• Proficient in Microsoft Office Suite, BC Dynamics and accounting software
