JOB PURPOSE:
The Competency Assurance & Learning and Development Lead develops and maintains the organizational competency assurance framework to assure the Right People in the Right Roles with the Right Skills at the Right Time . He/she keeps abreast of local and international competency standards to develop best-in-class systems in support of the People Strategy. The incumbent is responsible for the development and execution of an integrated employee development framework inclusive of the organisation ’s annual training plan. He/she routinely assesses the effectiveness of the organisation’s learning & development programmes and makes required refinements in alignment with the organisation’s strategic objectives.
PRINCIPAL ACCOUNTABILITIES:
• Develops and maintains a best -in class organisational competency management framework ensuring that competencies are well-defined and assessed, gaps are clearly identified and a structured plan for gap closure is developed and executed. Conducts routine health checks to ensure that the system remains fit-for-purpose.
• Develops and maintains an integrated employee development framework inclusive of career ladders, career paths and a fit -for-purpose suite of developmental programmes to assure a highly skilled workforce and maximise employee performance.
• Partners with the P&C Business Partnering unit in the conduct of annual training needs assessments. Develops and manages the execution of the associated training plan in alignment with the established budget.
• In accordance with the organisation’s procurement processes, selects and onboards best -fit training providers.
• Develops the methodology for measuring training effectiveness inclusive of best -in class metrics. Identifies trends and presents findings with associated recommendations.
• Conducts annual quality assurance reviews of Employee Development Plans and presents findings with associated recommendations
QUALIFICATIONS, KNOWLEDGE, AND EXPERIENCE:
• A minimum of a first degree in Human Resource Management or a related discipline from a recognised, accredited institution
• A minimum of five (5) years’ relevant experience with a proven track record of developing and maintaining competency management systems, conducting training needs assessments and developing fit -for-purpose training plans.
• Relevant Human Resources certification will be an asset.
