GENERAL JOB DESCRIPTION 
The Compliance Officer is responsible for the development, implementation and maintenance of the Credit Union’s Anti Money Laundering/Counter Financing of Terrorism (AML/CFT/CPF) Compliance Programme.   This position reports directly to the Board of Directors with an administrative/reporting relationship with the Chief Executive Officer. 

This position works independently, coordinating and monitoring the Credit Union’s compliance programme to: 

• Provide guidance on the proper application and interpretation of laws, regulations and policies applicable to compliance as it relates to the Credit Union. 

• Provide Management with guidance in the development and maintenance of policies, procedures and practices to cover regulated activities. 

• Designs, implements and maintains the Credit Union's AML/CFT/CPF Compliance Programme in accordance with the Financial Obligations Regulations (FORs), ensuring annual Board approval and maintaining a Register of all programme amendments and effective dates. 


DUTIES & RESPONSIBILITIES 

• Co-ordinates and monitors the Compliance Programme (CP) to ensure continuous compliance in accordance with the Financial Obligations Regulations (FOR). 

• Develops, initiates, maintains and reviews policies and procedures for the general operation of the Credit Union’s Compliance Programme and its related activities to identify potential areas of compliance vulnerability and risk in all areas of operations. 

• Collaborates and directs internal departments on Compliance matters. 

• Receives and reviews Suspicious Activity Reports (SARs) and Suspicious Transaction Reports (STRs) and remits same where appropriate to the Financial Intelligence Unit (FIU) in accordance with FIU’s regulations. 

• Audits and maintains an accurate record of Source of Funds in accordance with the Compliance Programme and Anti Money Laundering / Counter Financing of Terrorism (AML/CFT/CPF) Legislation. 

• Monitors the Financial Action Task Force (FATF) list of high-risk individuals and entities and Non-Co-operative Countries and Territories (NCCT). 

• Monitors the United Nations Security Council (UNSC) Resolution 2253 list and the Trinidad and Tobago Consolidated List of Court Orders (S. 22B (3) of Anti-Terrorism Act) and any other recognized list for persons identified as terrorists or involved in terrorist activity 

• Monitors and maintains a Register of Enquiries. 

• Monitors, maintains and informs employees and officers of updated terrorist listings. 

• Periodically reviews all securities held by the Credit Union to determine whether same has been compromised with terrorist financing and takes appropriate action. 

• Functions as the Chief Liaison between the Credit Union and the Financial Intelligence Unit (FIU) and keeps staff and officers abreast of updated information from the FIU. 

• Responds to all queries from Regulatory Bodies. 

• Co-ordinates all AML/CFT/CPF Training for Board, Committees and employees of the Credit Union and maintains a record of all training material, facilitators and attendance in accordance with FIU regulations.  

• Ensures that there is timely and adequate planning of the Credit Union’s Compliance Audits. 

• Reports to the Board monthly on all Compliance issues. 

• Submits periodic reports to the Financial Intelligence Unit (FIU) and Regulatory Bodies. 

• Attends training programmes, seminars and workshops as required by the Credit Union in accordance with the FOR. 

• Any other related duties as directed by the Board of Directors and Chief Executive Officer. 

  

EDUCATION & TRAINING 

• Bachelor's Degree in Business, Management, Accountancy or a related field.  

• AML/CFT/CPF training certification from an accredited provider within the past 12-24 months 

• Professional certification in CAMS (Certified Anti-Money Laundering Specialist) or related discipline. 

• Master’s Degree would be an asset. 

• Any combination of the above.  


KNOWLEDGE & EXPERIENCE 

• Three to five years’ experience in regulatory compliance within a credit union or financial services environment. 

• A valid Police Certificate of Good Character (CoC) issued within last six (6) months 

• Considerable knowledge of policies and procedures for financial institutions with emphasis on Credit Union legislation, regulations, bye-laws and policies. 

• Proficient in the use of MsOffice Suite with strong emphasis in Microsoft Excel. 

• Excellent communication, interpersonal and organizational skills. 

• Familiarity with the co-operative philosophy and credit union operating principles.

• Strong analytical, problem solving and decision-making skills are essential. 

• A high standard of ethical / professional behavior is expected. 

• Ability to exercise judgment and discretion in applying an interpretation of legislation, regulations and statutes. 

• The candidate will need to be able to apply himself/herself to a wide variety of projects, requiring technical adaptability and the ability to quickly get familiar with new technical areas.
