Summary:

Our Client is seeking to improve the efficiency, clarity, and standardization of its contractor management and maintenance operations. A dedicated resource is required for a one (1) year contract to develop, review, and optimize and a suite of Scope of Work documents. This initiative will enhance operational reliability, safety compliance, and contractor performance across the organization.

Key Responsibilities:

·       Develop SOW’s for general maintenance, specialist services, shutdowns, reliability improvements, emergency services, and ad-hoc operational support, with relevant sections within Operations.

·       Ensure SOW’s include clear deliverables, key performance indicators (KPI’s), risk assessments, safety requirements, quality assurance/quality control (QA/QC) expectations, and applicable regulatory standards.

·       Collaborate closely with Operations, specifically Maintenance and Planning, Supply Chain Management, Health Safety and Sustainability (HSS) and Engineering to gather input and ensure alignment.

·       Lead working sessions with internal subject matter experts (SME’s) – Task Leads (Technicians and Inspectors), Planners, Engineers, Superintendents, Heads and Managers to gather detailed technical and operational requirements.

·       Develop and maintain standardized templates for SOW’s.

·       Recommend and implement improvements to existing documentation processes for efficiency and governance.

·       Ensure all developed documents meet internal control requirements, applicable international standards (e.g., ISO, API, ASME), and local regulatory guidelines.

·       Identify potential contractual and operational risks and provide mitigative recommendations within documents.

·       Provide training sessions for internal stakeholders on how to use and update the developed templates.

·       Prepare and submit a comprehensive close-out report summarizing all work completed, tools/templates developed, and recommendations for continuous improvement.

·       Establishment and maintenance of a database or library of approved documents.

·       Coordination and facilitation of review meetings and approvals.

·       Support pre-qualification, tendering, and contractor evaluation processes where needed by providing technical inputs.

·       Ensure scopes are drafted to drive contractor performance excellence while protecting the company’s interests.

·       Draft and finalize Scope for different categories of maintenance services.

Qualifications:

         MUST have a  UTT or NETD or NEC Technician’s Diploma in Engineering or BSc in Project Management.

 Professional Experience:

         Minimum 15 years of relevant experience in contract development, maintenance and turnaround planning and execution, or operational support within the oil and gas, petrochemical, or heavy industrial sectors.

         Familiarity with API 653 (Above Storage Tank Inspector), API 570 (Piping Inspector) and Api 510 (Pressure Vessel Inspector).

         Familiarity with key international standards (ISO 9001, API, OSHA, etc.). To be assessed via resume provided and further ascertained via interview process.

         Experience in working with Technicians, Inspectors, Planners to conduct job planning and execution.

Skills and Competencies:

         Skill in execution of maintenance jobs and turnarounds.

 

         Skill in developing and interpreting Master Service Agreements (MSAs) and Scopes of Work (SOWs) for maintenance and operational services.

 

         Understanding of contractor claim resolution and negotiation practices particularly in the oil and gas, petrochemical or heavy industrial sectors.

 

         Familiarity with safety-focused organizational cultures with an understanding of organizational integrity principles and practices.

 

         Excellent technical writing and document standardization skills.

 

         Strong understanding of maintenance, reliability, and operational practices, including planning, scheduling, coordination and execution of major maintenance jobs and projects in gas processing or similar industrial facilities.

 

         Ability to interpret engineering drawings, specifications, and regulatory codes.

 

         Strong project management and coordination skills.

 

         Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Project).

 

         Strong interpersonal skills, ability to work collaboratively and independently.

 

         High attention to detail and strong organizational skills.
