QUARRY/OPERATIONS MANAGER

National Quarries Company Limited (NQCL) is seeking a strong communicator with outstanding change management, interpersonal and analytical skills for the role of Quarry/Operations Manager.

 

THE ROLE

Reporting to the Chief Executive Officer, the Quarry/Operations Manager is accountable for the effective management and coordination of quarry operations. This includes oversight of drilling, blasting, production facilities, infrastructure development and technical support services, ensuring alignment with corporate objectives, regulatory standards and operational efficiency targets of the National Quarries Company Limited.  Leveraging strong project management, engineering and operational leadership experience, the role ensures that all quarry activities are executed safely, efficiently and in accordance with approved plans and budgets.

 

MAJOR RESPONSIBILITIES & PRINCIPAL ACCOUNTABILITIES:

• Develops and implements policies, procedures and operational strategies governing quarry operations, including phase development, drilling, blasting and processing activities.

• Develops, implements and supervises production and maintenance programs, incorporating capital budgeting, lifecycle planning and continuous improvement strategies.

• Oversee quarrying operations, quality control systems, maintenance functions and supporting technical services, ensuring compliance with engineering standards and operational targets. 

• Prepare, manage and monitor capital and recurrent budgets, ensuring efficient allocation of resources and alignment with organizational priorities. 

• Conduct and present monthly audits and reports on production performance, quality control, safety, health and environmental compliance. 

• Lead infrastructure development initiatives, including upgrades to plant facilities, road networks and site buildings, applying value engineering and project management best practices. 

• Ensure strict adherence to all Health, Safety and Environmental (HSE) regulations, promoting a culture of safety and continuous improvement. 

• Provide technical leadership in problem-solving, evaluating engineering alternatives and implementing cost-effective and sustainable solutions. 

• Execute additional assignments as directed by the Chief Executive Officer in support of organizational objectives

• Lead, direct and supervise multi-disciplinary teams, ensuring effective execution of operational and project-related activities. 

• Establish performance standards, conduct appraisals and support the professional development of team members through coaching and mentorship. 

• Collaborate with Human Resources to recruit, train and manage personnel, ensuring alignment with organizational goals and workforce planning needs. 

• Promote and enforce compliance with Health, Safety, Environmental and Quality standards across all operations. 

• Investigate and report incidents, accidents and near misses in accordance with company policies and regulatory requirements. 

• Perform other duties as assigned by the Chief Executive Officer.

 

MINIMUM QUALIFICATIONS AND EXPERIENCE

• Minimum qualification of a BSc in Civil Engineering or related discipline and/or any equivalent combination of certification and training (required)

• Master’s Degree in a relevant field such as Construction or Project Management (asset)

• Project Management Professional (PMP) Certification or equivalent (asset)

• Minimum of seven (7) years’ experience in Construction, Engineering, or Project Management within a heavy industrial, infrastructure or quarrying environment. 

• Proven experience in: 

o Managing large-scale capital projects and operational programmes 

o Budget development, cost control and contract administration 

o Stakeholder coordination, including government agencies and contractors 

o Supervising multi-disciplinary teams and leading operational functions 

• Demonstrated leadership experience, including acting in senior management roles or overseeing large operational teams.

• Experience in unionized environments would be an asset.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

• Heavy equipment operations and plant systems 

• Construction, infrastructure development and maintenance practices 

• Mining, Extraction, Drilling, Blasting and Quarry Operations

• Contract management frameworks (e.g., FIDIC) 

• Microsoft Office Suite and project management tools
