Procurement Officer
 
Reports to: GENERAL MANAGER  
 
JOB SUMMARY
The Procurement Officer is responsible for overseeing all activities relating to the procurement of goods and services within the organization. The Procurement Officer ensures that all these activities meet the objectives of the organization and conform to industry standards and requirements of the OPR.

JOB RESPONSIBILITIES
  1. Facilitate the proposal development process from start to finish.
  2. Provide public procurement with the knowledge and understanding of the legislative framework that governs public procurement in Trinidad and Tobago. Also understanding the regulatory and legislative framework.
  3. Develop all documents related to the tendering activities (Request for Information (RFI); Request for Quotation/Proposal (RFQ/RFP); Quotation/Proposal Comparison Sheet
  4. Arrange and process the ordering of necessary goods and services related to Company projects
  5. Collaborate with key project and company operations personnel to ensure the clarity of the specifications and expectations.
  6. Analyze the process of all received quotations/proposals and ensure that all related attributes are filled by the bidder in order to effectively manage the analysis and selection activity.
  7. Source quotations in accordance with Company policy and ensure that all purchase is in accordance with cost, quality and relevance to the User Department’s needs.
  8. Negotiate with external vendors.
  9. Draft & finalize bid offer letters, submit revised price, do clarifications as required.
  10. Anticipate unfavorable events through analysis of data and prepare control strategies.
  11. Perform risk management regarding supply contracts and agreements.
  12. Strong knowledge of hospitality sourcing and procurement techniques.
  13. Support User Departments in the timely provision of information and guidance as to the procedure and processes which are to be adhered to in relation to the procurement and purchasing process.
  14. Assist in the preparation of project briefs.
  15. Liaise with relevant entities for the procurement and importation of goods.
  16. Assist in the Estimation, Tendering, cost and scenario analysis, benchmarking and variation claims of turnkey or open bid contracts.
  17. Provide a preliminary check as to the accuracy of the quantities of tender drawings.
  18. Review tender packages before issuance for accuracy and follows up thereafter on the completion of all sub-tasks related to the invitation to tender process.
  19. Develop and review purchase requests and ensure authorization as necessary to facilitate the timely purchase of hotel supplies products.
  20. Supervise the tender process for task completion, liaising with tenderers and providing solutions in accordance within the hotel’s Rules and Procedures.
  21. Work on developing evaluation criteria (to be utilized in decision making) to all received quotation(s)/proposal(s) in conjunction with related departments that aims to support the best value.
  22. Update and maintain databases for tenders and contracts as well as any other data registry in use by the Department on an as needed basis.
  23. Supervise and assist in the pre-qualification process.
  24. Comply fully with the Company’s policies and procedures, safety policies and procedures, Core Values and Code of Conduct.
  25. Perform any other duties as required by the job function.

KNOWLEDGE, SKILLS & ABILITIES
  1. In-depth knowledge of the Public Procurement and Disposal of Public Property Act (2015) of Trinidad and Tobago will be an asset.
  2. Excellent negotiation and presentation skills.
  3. Self-motivated and possess a thorough understanding of winning strategies
  4. Excellent oral and written communication skills.
  5. Ability to meet deadlines & consistently perform under pressure.
  6. Proficiency in MS Office Suite and software relevant to job function.

QUALIFICATION AND EXPERIENCE
  1. Degree in Business Management and or qualifications in purchasing & logistics.
  2. Certificate in Procurement and Supply Management.
  3. Minimum four (4) years' experience in a similar role.
  4. Equivalent combination of qualification, training and experience.
