Description
SporTT is seeking to recruit a suitably qualified individual for the following position:
HEAD, HEALTH SAFETY ENVIRONMENT AND SECURITY
JOB SUMMARY:
The incumbent is required to lead the Health Safety Security and Environment portfolio in SporTT. The position ensures that the company, its Board of Directors, Managers and staff are compliant with Occupational Safety and Health Legislation in keeping with best practices of HSES. The incumbent must be versed in developing and implementing policies, procedures, and guidelines to support the HSES portfolio of the organization and by extension all internal and external stakeholders; and must be able to provide sound leadership and develop best- practice programmes for SporTT facilities and workspaces in Trinidad and Tobago.
ROLES AND RESPONSIBILITIES
- Analyze all facilities and workplaces managed by SporTT and design and implement the HSES programmes and initiatives needed for educating and informing all stakeholders, as well as controlling, eliminating and preventing work related diseases, incidents and accidents.
- Develop and implement a safety committee.
- Ensure the development and implementation of incident investigation methodology tools and techniques.
- Advise the Board and Management on the implications of current and emerging safety developments generated by HSE (safety and ERP), industry, government and contractors including evaluating options, making recommendations and generating action plans to ensure compliance across the organization.
- Ensure that contingency plans and preparedness are in place for routine emergency situations as well as major disaster situations.
- Develop policies and conduct analysis on the effectiveness of programs.
- Ensure compliance with the OSH Act and other legislation that guides HSES within Trinidad and Tobago and implements best-practice programmes to address same.
- Conduct Risk assessment, hazard identification, emergency response, safety and accident prevention training at all SporTT facilities with identified personnel.
- Ensure that current information and technical safety information are available to SporTT and creates activities that support the dissemination of knowledge.
- Support senior management to maintain safe systems of work and implement best practice, including providing specialist advice, coaching and practical support as needed.
- Execute audits to evaluate the effectiveness of Health and Safety Systems and procedures, identify and implement improvements.
- Inspect the workplaces to ensure compliance with both the national and the appropriate industry-specific guidelines.
- Manage the security portfolio of the organization including identification of possible breaches, remedial action and management of security contractors.
- Actively interacts with all employees to promote safety standards and training. Cultivate employee commitment to a high-performance safety culture.
- Lead HSES readiness and orientation of field supervisors and contractors.
- Maintain staff job results through coaching and monitoring.
- Interpret safety regulations, standards, policies, plans and programmes, HSES audits and inspections and communicate same to stakeholders.
- Monitor the performance of company and contactor safety programs and plans.
- Oversee the collection, storage and analysis of accident and other health and safety data and to produce management reports, identify trends and recommend action. Arrange specialized HSES training services for SporTT employees and consultants.
QUALIFICATIONS
- Training as evidenced by possession of a recognised University Degree in or equivalent (eg NEBOSH) in Safety Health and Environment
- University degree in an applicable field with Post-Graduate and/or Professional qualifications in Health, Safety and Environment.
EXPERIENCE
- Minimum of seven (7) years’ work experience in the field of HSSE with at least three (3) years at a Senior Management Level.
KNOWLEDGE, SKILLS AND ABILITIES
- Considerable knowledge and demonstrated ability to implement programmes and initiatives which support and promote: HSE Legislation, Management Systems, Risk Assessment, Accident Prevention, Emergency Preparedness, Contractor Management within the organization.
- Demonstrated knowledge and experience in hazard recognition, behavioural-based safety, job hazard analysis and root cause analysis.
- Demonstrated experience in working with confidential information, whistleblowing, public generated reports and handling same in a manner which contributes to continuous learning and improvement.
- Considerable knowledge of project plans. HSE Case Methodology, Safety Psychology, Incident Management and Public Consultation is highly preferred.
- Working knowledge of facility management, policy formation and project management a strong asset.
- Proven ability to analyse information quickly and to make decisions with limited information.
- Must have good written and oral communication skills, with proven ability to produce reports and other documents. Must have good presentation and facilitation skills. Demonstrated experience in facilitating and conducting training a define asset.
- Proven negotiation and conflict resolution skills.
- Proven ability to effectively manage and coordinate the output if a highly diverse team of professionals.
- Ability to build trust, respect and confidentiality amongst internal and external stakeholders.
