VACANCY  -  SAFETY OFFICER
 
Job Summary
 
The Safety Officer will ensure compliance with the Occupational Safety and Health Act by continuously pursuing risk reduction and monitoring/maintaining safe working conditions and practices. Duties include inspection of work systems and procedures, preparation of reports and developing, and maintaining a Health and Safety Management Systems.
 
Duties & Responsibilities
 
The duties and responsibilities of the Safety Officer includes but is not exclusive to the following:
  1. Enforce and ensure compliancy to the Occupational Health & Safety Act 2004, Company’s Safety Rules, procedures, policies and other relevant state laws.
  2. Prepares, plans and implements OSH policies and programs which includes coordinating health and safety training for employees.
  3. Ensure and maintain the adherence of ISO 9001:2015 and auditing Standards and Procedures.
  4. Conduct workplace safety audits, and risk assessments, ensuring adequacy/functionality of welfare provisions, use of PPE, etc., inclusive preparation of reports and advising Management on safety needs.
  5. Conduct workplace safety evaluations and perform Annual Risk Assessments of the Plant.
  6. Conduct Safety Induction training to all contractors and potential employees on inception and to conduct reorientation training as required.
  7. Conducts regular inspections of equipment, working environment and structures to ensure compliance with regulations to ensure the safety of all personnel.
  8. Maintain training records, in observation of certificates expiration dates e.g. FLT operators, first-aiders and to coordinate recertification  programs.
  9. Maintain records/minutes of Safety Committee Meeting, schedule meetings, set agendas, chair meetings, apprise management of matters raised and publish minutes.
  10. Maintain adequate OSH and other recommended signage throughout the Plant, inclusive of evacuation route.
  11. Identify gaps and makes recommendations to minimize the possibility of illness, injury or losses likely to occur from identified potential hazards involving systems, equipment, material, facilities or processes presently used or planned to be used;
  12. Assist in the development and update Safe Systems of Work and Standard Operating Procedures, for all task performed in the Plant.
  13. Assist Management with the compilation and revision of the Safety Policy, Disaster Recovery Plan, Emergency Response Plan and Safe Work Procedures/Practices.
  14. Investigate all industrial accidents, inclusive of interviewing witnesses, taking statements and preparing written reports of findings and corrective actions.
  15. Maintain and update Emergency Action Plan, as required.
  16. Recommends the necessary action to correct areas not in compliance with regulations;
  17. Schedule and conduct timed evacuation drills and maintenance of records
  18. Monitor and develop trend analysis records of first-aid/accident cases and design/implement corrective actions/training where necessary.
  19. Prepare Notice of Accident Forms (Form 3) in instances of industrial accidents and submittal to OSH Agencies, as required.
  20. Prepare all Workmen Compensation documents in instances of Lost Time Industrial Accidents and submit to the company’s Workmen Compensation Scheme Insurers.
  21. Maintain communication with employees on injury leave, obtaining progress on ongoing rehabilitations programs, collecting and submitting claims to Workmen Compensation.
  22. Manage and maintain records of Pest Control Management System and liaise with Pest Control Provider on related matters.
  23. Investigate all violations of Company policy and state laws, and document as necessary.
  24. Conduct unannounced site visits outside normal working hours. Inclusive of visiting the Plant in instances of emergencies.
  25. Maintain departmental files.
  26. Monitor the Waste Water Management System – maintain service schedule and treatment, in accordance with the EMA’s Water Pollution Permit. Also to liaise with the EMA on related matters.
  27. Arrange and maintain records on regulatory permits e.g. APVs annual recertification, Fire Response and Detection System’s bi-annual recertification.  
  28. Maintain records of aboveground end users storage facilities and users permits, in addition to liaising with the Ministry of Energy & Energy Affairs (MEEA) on related matters.
  29. Monitor energy consumption in determination of carbon footprint and developing innovative means of conserving energy – Ultimate goal renewable energy sustainability.
  30. Arrange fire equipment inspections and testing and process reports.  Also arrange the inspection and testing of the small standby generator.
  31. Liaise with state and other agencies/ organizations such as: National Emergency Management Agency,  Environmental Management Authority , T & T Fire Service, Licensing Authority. OSH Authority, Ministry of Energy & Energy Affairs (MEEA), Insurance Brokers – Workmen’s Compensation.
  32. Any other related duties.
 
Qualifications & Experience
  • BSc Occupational Safety and Health or any other equivalent qualifications.
  • At least three (3) to five (5) years’ experience in a fast moving manufacturing environment at supervisory level
 
Or Any relevant combination of qualifications and experience
 
KNOWLEDGE, SKILL AND ABILITIES
  • Considerable knowledge of health and safety practices and policies.
  • Thorough  knowledge of the Occupational Safety and Health Act and related regulation.
  • Strong interpersonal, networking and negotiation skills.
  • Ability to communicate effectively both orally and in writing.
  • Must be proactive and have problem solving skills.
  • Ability to interpret and apply health and safety practices and policies
  • Knowledge of First Aid, fire prevention and fire-fighting
  • Knowledge of Emergency and Disaster management
  • Ability to work well with all types of personalities and under pressure in a deadline driven environment.
